Frances M. Howell, 98, of Owego (Long Meadows), passed away on Sunday, April 13, 2014 atRiverview Manor Health Care, where she has resided for the past several months.Frances is survived by her children: Nancy (Nelson) Gee of Endicott, Anna M. Roberts, of Crimora, VA, Stephen Mills of Newark Valley and Clifton Wayne Mills of New Milford, PA; 17 grandchildren, 16+ great grandchildren.Born on October 24, 1915 in Springfield, MA, she was the daughter of Henry F. and Anna Marie (Frolander) Russen. She was a former employee of the Owego Central School System.In abiding with her wishes, a family service was private.MacPherson Funeral Home, Newark Valley is assisting the family.
